Inhaltsangabe: Ohne Titel, Datum etc. zeigt das erhaltene Fragment "Dossier 1854" folgenden Text: "The European powers, now in great disunion, agree however on two principal points; they desire to maintain the integrity of the territory of Turkey, and at the same time they demand that the condition of the christian population of the Empire should be ameliorated. No one can deny, that this disunion is occasioned by Russia's claiming to be the sole (..) advocate for the christians of the greek confession. It would therefore be of extreme moment towards the reestablishment of peace if an (..) arrangement for the settlement of all the christian inhabitants of Turkey could be agreed upon. In order that russian protection should no longer be required. The universal guarantee of such an arrangement would [return?] in the communion of the great powers. It would be an error to (..) rest satisfied with a mere decision upon the religious condition as concerning the rights of the Patriarchs and Bishops, because the world is aware that the Bishops of the greek nation were in the habit of purchasing their Bishophies (..) in Constantinople for money. The western powers indeed have already taken step of great consequence. They mark a proposal to institute an important change in the administration of justice. The English urge that concession should be granted to give the testimonials of chistians hereafter the same value as that of Mahomitants. But we are afraid it would be an illusion to expect that the condition of the christians would be materially benefitted by such a settlement (..). For the decision would always remain in the hands of turkish judges, and it is scarcely possible to believe that these men could impartially administer justice in quarrels arising between the followers of different creeds (..)."
